Sejak Program Keluarga Harapan ( PKH) diluncurkan, keluarga yang masuk
kategori miskin bisa menerima bantuan tunai dari pemerintah. Bagi warga

komponen kesejahteraan sosial meliputi lanjut usia diutamakan mulai dari

yang tidak memenuhi kriteria keluarga miskin tapi menerima bantuan

Kementerian Sosial Harry Hikmat menyampaikan, target penerima bantuan
PKH tahun ini maksimal sebanyak 10 juta keluarga. Angka tersebut berasal
dari hasil validasi sejak akhir tahun 2018 di kisaran 9,8 juta keluarga
dan tambahan slot untuk buffer dan untuk keluarga yang terdampak
bencana alam dan masuk kategori kurang sejahtera sebanyak 200.000
keluarga. Harry menyampaikan anggaran PKH tahun ini khusus untuk bantuan
sosial sebesar Rp 32,65 triliun. Sedangkan bila ditambah biaya
operasional dan lainnya bakal mencapai Rp 34,5 triliun. Anggaran
tersebut bakal difokuskan untuk meningkatkan kinerja tenaga pendamping
PKH dan memenuhi pencairan dana bantuan. Skema PKH tahun 2019 memang
berbeda dengan tahun sebelumnya, yakni kini menggunakan konsep non-flat
sesuai indeks keluarga penerima.
Pada tahun 2018 lalu, bantuan yang diberikan sama rata sebesar Rp 1,8
juta. Realisasi penyaluran dana PKH tahun 2018 menurut Harry mencapai
98,7%. Sedangkan untuk penyaluran PKH tahun 2019, untuk KPM yang
memiliki ibu hamil, memiliki anak balita, tinggal bersama warga usia
lanjut atau bersama penyandang disabilitas, akan mendapatkan bantuan Rp
2,4 juta per jiwa per tahun. Sedangkan untuk KPM yang memiliki anak usia
SD akan mendapatkan bantuan tambahan Rp 900.000 per jiwa per tahun,
anak SMP Rp 1,5 juta per jiwa per tahun dan anak SMA atau pendidikan
sederajat Rp 2 juta per jiwa per tahun. Selain bantuan berdasarkan
komponen PKH tersebut, setiap keluarga juga akan mendapatkan bantuan
tetap Rp 550.000 per tahun yang bisa dicairkan di proses pencairan
pertama. Sementara untuk KPM yang tinggal di daerah askses sulit dan
terpencil, mendapat bantuan tetap Rp 1 juta.
